About cooperation of the Republic of Belarus with the Socialist Republic of Vietnam

The USSR’s support to Vietnam during the war with the USA, as well as the Soviet Union’s help to Vietnam’s national economy restoration and the establishment of leading industrial facilities is considered to be the basis of friendly relations between Vietnam and Belarus.

Diplomatic relations between two countries were established in 1992.

In December 1997 the Trade Mission of the Republic of Belarus to the Socialist Republic of Vietnam was reorganized into the Embassy. Since June 2016 Mr. Vladimir Goshin has been an Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Vietnam.

The Vietnamese Embassy in Minsk was opened in 2003.

In 1997, 2008 and 2015 the President of the Republic of Belarus H.E. Mr. Alexander Lukashenko paid official visits to Vietnam.

In August 1998 the President of the Socialist Republic of Vietnam H.E. Tran Duc Luong visited Belarus. In May 2010 the President of Vietnam H.E. Nguyen Minh Triet paid an official visit to the Republic of Belarus.

In June 2017, the state visit of the President of Vietnam H.E. Mr. Tran Dai Quang to Belarus was arranged.

In November 2014 the General Secretary of the Central Committee of the Communist Party of Vietnam H.E. Nguyen Phu Trong made an official visit to the Republic of Belarus.

The two countries have regularly exchanged high-level delegations. Belarus was visited by Prime Ministers of Vietnam H.E. Mr. Phan Van Khai (2000) and H.E. Mr. Nguyen Tan Dung (2013). Heads of the Belarusian Government visited Vietnam in 2004 (H.E. Mr. Sergei Sidorsky) and in 2011 (H.E. Mr. Mikhail Myasnikovich).

In October 2016 and in March 2018 H.E. Mr. Vladimir Semashko, Deputy Prime Minister of Belarus, paid visits to Vietnam.

There is a regular exchange of visits at the level of ministries and organizations heads of Belarus and Vietnam.

Inter-parliamentary links are rapidly developing. Exchange of parliamentary delegations takes place, meetings are held as part of multilateral events.

In September 2018 H.E. Mr. Mikhail Myasnikovich, Speaker of the Council of the Republic of the National Assembly of, took part in mourning events in Vietnam in connection with the death of the President of Vietnam H.E. Mr. Tran Dai Quang.

On a regular basis consultations between the Foreign Ministries of two states are held. In March 2014 H.E. Mr. Vladimir Makei, Minister of Foreign Affairs of the Republic of Belarus, visited Vietnam. The latest consultations among Foreign Ministries were held in Hanoi in 2016.

Inter-regional cooperation is expanding. In 2014 and 2016 delegations of Gomel Oblast Executive Committee and Minsk City Executive Committee visited Vietnam. In November 2018 the delegation of the Ho Chi Minh City People’s Committee visited Minsk.

Belarus and Vietnam successfully cooperate within the framework of international organizations and extend mutual support during the elections to its leading positions.

Belarus and Vietnam developed solid legal and regulatory basis for further promoting relations with more than 85 bilateral intergovernmental, inter-parliamentary, inter-ministerial agreements and memorandums were signed.

Since 1962 cooperation in the education field with Vietnam has been carried out. During the above mentioned period over 1500 specialists with higher education, over 160 candidates of sciences, as well as 3 doctors of sciences have been trained for Vietnam. In November 2011 an intergovernmental Agreement on cooperation in the field of education in a new version was signed. Creation of a database of Vietnamese graduates of Belarusian universities has been undergoing.

Cooperation in the field of science is actively growing. In 1995 an intergovernmental Agreement between the Government of the Republic of Belarus and the Government of the Socialist Republic of Vietnam on scientific and technical cooperation was signed, under which the Joint Belarusian-Vietnamese Commission for Scientific and Technological Cooperation was established. The 10th Session was held in Minsk in November 2017.

In May 2017 Days of Culture of Belarus in Vietnam were held. In June 2018 Days of Culture of Vietnam in Belarus took place.

In January 2018 Belarus provided humanitarian assistance to the regions of Vietnam affected by Typhoon Damrey in November 2017.

Starting from July 1, 2015 Vietnam introduced a visa-free regime for Belarusian citizens with short-term trips (up to 15 calendar days), regardless of the purpose of the trip and the type of passport.

Since July 2018 Vietnamese citizens have had the possibility to stay in Belarus without visa for a period of 30 days (a multiple visa of the EU or Schengen states with a mark on entry into their territory is needed).

In October 2016 Free Trade Agreement between the member-states of the Eurasian Economic Union and the Socialist Republic of Vietnam and the Belarusian-Vietnamese intergovernmental protocol to assist in the production of motor vehicles on the territory of Vietnam have entered into force.

In 2018 trade turnover between Belarus and Vietnam amounted to 115.3 million dollars, including Belarusian export - 61.6 million dollars, import - 53.7 million dollars. The mutual trade balance was positive for Belarus and amounted to 7.9 million dollars.

The most significant items of Belarusian exports to Vietnam are potash fertilizers, cargo vehicle, dump trucks, tires, tractors, engines, polyamides, spirits and foodstuffs.

Belarus imports from Vietnam communications tools, computer and office equipment, seafood, rice, nuts, footwear, clothes, natural rubber, tropical fruits, tea, coffee, spices.

In January-June 2019 trade turnover between Belarus and Vietnam amounted to 108.3 million dollars, including Belarusian export - 65.5 million dollars, import - 42.8 million dollars. The mutual trade balance was positive for Belarus and amounted to 22.7 million dollars.

In 2018 exports of Belarusian services to Vietnam amounted to 9.3 million dollars, imports — 0.6 million dollars. The balance of trade in services was positive for Belarus and amounted to 8.7 million dollars.

In January - June 2019 the export of services to Vietnam amounted to 8.96 million dollars, imports — 0.41 million dollars. The balance of trade in services was positive for Belarus and amounted to 8.55 million dollars.

Export promotion to Vietnam is done by own regional entities of the distribution network of Belarusian enterprises (OJSC “MAZ”, OJSC “MTZ”).

In February 2019 between the OJSC “Minsk Dairy Plant No. 1” and the Vietnamese company “Au Viet Food Import-Export And Manufacture” the constituent documents on the creation of a joint venture for the production of Belarusian milk and dairy products in Vietnam — LLC JV “AU VIET MILK” were signed.

In June 2018 the 14th Session of the Belarusian-Vietnamese intergovernmental commission on Trade, Economic, Scientific and Technical Cooperation was held in Minsk.

Trade exhibitions and fairs are organized, business forums are held. In the period of 2009– 2018 12 Belarusian – Vietnamese business forums were held (6 hosted by Belarus, 6 – by Vietnam). In 2011 – 2018 5 National Expositions of Belarus were organized, three times in Ho Chi Minh City and twice in Hanoi. In December 2018 in Ho Chi Minh City as a part of the 16th trade exhibition “Vietnam EXPO — 2018” the National Exposition of the Republic of Belarus was organized.
