Political Relations between Belarus and Vietnam

The USSR’s support to Vietnam during the war with the USA, as well as the Soviet Union’s help to Vietnam’s national economy restoration and the establishment of leading industrial facilities is considered to be the basis of friendly relations between Vietnam and Belarus.

After the disintegration of the Soviet Union Vietnam and Belarus saved friendly ties. Many Vietnamese leaders were educated in the USSR and now they consider Belarus to be a reliable partner in different spheres of cooperation.

The Socialist Republic of Vietnam recognized the Independence of the Republic of Belarus on the 27 of December 1991. Diplomatic relations between two countries were established in 1992.

In December 1997 the Trade Mission of the Republic of Belarus to the Socialist Republic of Vietnam was reorganized into the Embassy.

The Vietnamese Embassy in Minsk was opened in 2003.

The political dialogue at the highest level has crucial meaning for the development of the Belarusian-Vietnamese relations.

In April 1997 and in April 2008 the President of the Republic of Belarus H.E. Alexander Lukashenko paid official visits to Vietnam.

In August 1998 the President of the Socialist Republic of Vietnam H.E. Tran Duc Luong visited Belarus. In May 2010 the President of Vietnam H.E. Nguyen Minh Triet paid an official visit to the Republic of Belarus.

In November 2014 the General Secretary of the Central Committee of the Communist Party of Vietnam H.E. Nguyen Phu Trong made an official visit to the Republic of Belarus. During the visit the Vietnamese leader met the President of the Republic of Belarus H.E. Alexander Lukashenko, Prime Minister of the Republic of Belarus H.E. Mikhail Myasnikovich, the Chairman of the Council of the Republic of National Assembly of the Republic of Belarus H.E. Anatoli Rubinov.

In December 2015 the state visit of the President of the Republic of Belarus H.E. Alexander Lukashenko to the Socialist Republic of Vietnam was held. The Belarusian delegation included Vice Prime Minister, Ministers of Foreign Affairs, Industry, Education, Sport and Tourism, the Chairmen of the Presidium of National Academy of Science, heads of state concerns “Belneftekhim”, “Belgospisheprom” and other high-ranking officials.

In June 2017, the state visit of the President of Vietnam H.E. Tran Dai Quang to Belarus was accompanied by a representative delegation. Within the framework of the visit, 9 international documents were signed and a Belarusian-Vietnamese business forum was held, in which over 300 businessmen took part, contracts worth over $ 20 million were signed.

In 2000 – 2006 the exchange of visits at the level of Prime Ministers and the Heads of Parliaments of both countries was held.

In the period of the 29 of November to the 1st of December 2011 the Prime Minister of the Republic of Belarus H.E. Mikhail Myasnikovich paid official visit to the Socialist Republic of Vietnam. In May 2013 the Prime Minister of the Socialist Republic of Vietnam H.E. Nguyen Tan Dung made return visit to the Republic of Belarus.

In May 2015 in the Republic of Kazakhstan before the signing of Free Trade Agreement between the Eurasian Economic Union and the Socialist Republic of Vietnam the Prime Minister of the Republic of Belarus H.E. Andrei Kobyakov held a working meeting with the Vietnamese Prime Minister H.E. Nguyen Tan Dung.

Interparliamentary dialogue is also very intense. In March 2009 the delegations of the representatives of the National Assemblies of Vietnam and Belarus exchanged the visits.

In April 2009 the Chairman of the National Assembly of the Socialist Republic of Vietnam H.E. Nguyen Phu Trong paid a visit to the Republic of Belarus. In October 2010 the Chairman of the House of Representatives of National Assembly of the Republic of Belarus H.E. Vladimir Andreichenko visited Vietnam.

In June 2014 the Belarusian parliamentary delegation headed by H.E. Vitaly Busko, Deputy Chairman of the Standing Commission on International Affairs of the House of Representatives of the National Assembly of the Republic of Belarus, the Chairperson of the working group of the National Assembly of the Republic of Belarus on cooperation with the Parliament of the Socialist Republic of Vietnam visited Hanoi.

In March 2015 on the sidelines of the 132 Assembly of the Inter-Parliamentary Union in Hanoi the delegation of the National Assembly of the Republic of Belarus headed by the Chairman of the Standing Committee of the Council of Republic on Foreign Affairs and National Security H.E. Vladimir Senko paid a visit to Vietnam.

In August 2015 within the framework of the 4th World Conference of Speakers of Parliament in New York City the Chairman of the House of Representatives of National Assembly of the Republic of Belarus H.E. Vladimir Andreichenko met the Chairman of the National Assembly of the Socialist Republic of Vietnam H.E. Nguyen Sinh Hung.

Belarus and Vietnam successfully cooperate within the framework of international organizations and extend mutual support during the elections to its leading positions. On a regular basis the consultations between the Foreign Ministries of two states are held.

In March 2014 the Minister of Foreign Affairs of the Republic of Belarus H.E. Vladimir Makei visited Vietnam.

The heads of state administration bodies regularly exchange visits and conduct bilateral meetings on the sidelines of international forums.

In September 2009 the Vietnamese delegation headed by Vietnam Auditor General H.E. Vuong Dinh Hue visited Belarus. During the visit the meetings with the Chairman of the State Control Committee H.E. Zenon Lomat, the Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus H.E. Boris Batura were held.

In October 2009 Deputy Prime Minister of the Socialist Republic of Vietnam H.E. Hoang Trung Hai paid a visit to the Republic of Belarus.

In January 2010 the Vietnamese Minister of Justice H.E. Ha Hung Cuong visited Belarus, and in May 2010 the Mayor of Hanoi H.E. Nguyen The Thao paid a visit to Minsk.

In September 2014 and October 2016 the Chairman of the State Security Committee of the Republic of Belarus H.E. Valery Vakulchik paid official visits to Vietnam. In November 2016 the Minister of Internal Affairs of Belarus H.E. Ihar Shunevich visited Hanoi.

In August 2015 the delegation of the Central Committee of the Communist Party of Vietnam headed by the First Deputy Chairman of the Economic Commission H.E. Pham Xuan Duong visited Belarus.

Belarus and Vietnam developed solid legal and regulatory basis for further promoting relations with more than 75 bilateral intergovernmental, inter-parliamentary, inter-ministerial agreements and memorandums signed.
