Scientific and technical cooperation, cooperation in the field of education

Cooperation in the field of science and technology is carried out on the basis of the intergovernmental Agreement on scientific and technical cooperation as of June 5, 1995.

The legal framework between institutions of the National Academy of Sciences (NAS) of Belarus and Vietnamese partners includes a number of agreements in various areas of scientific and technical co-operation.

In 2012, a joint center of the Vietnam Academy of Science and Technology (VAST) and the National Academy of Sciences of Belarus was created to develop and master in production technologies in the field of instrumentation and mechanical engineering, energy and chemical products.

A Belarusian branch of the Belarusian-Vietnamese Center for promotion of scientific and technical cooperation functions on the premises of the Technopark BNTU “Polytechnic”.

In November 2021, a decision was made to establish a joint Belarusian-Vietnamese Research Centre for the Study of Electrochemical Processes at BSU.

On 12 April 2022, a round table on scientific cooperation between Belarus and Vietnam was held at the Vietnam Academy of Science and Technology in Hanoi.

Contacts between the National Academy of Sciences of Belarus and the Vietnam Academy of Science and Technology continue to develop intensively. On 20 April 2022, negotiations between Presidents Academician Vladimir Gusakov and Thiau Van Minh were held in the format of videoconference. In September 2024, Chau Van Minh visited Belarus with a representative delegation of the VAST, in December — a return visit of the NAS delegation headed by the First Deputy Chairman of the Presidium S.A. Chizhik took place.

A Joint Belarusian-Vietnamese Commission for Scientific and Technological Cooperation was created. The 11th Session of the Commission was held in Hanoi on September 25, 2019. The parties signed a Protocol on assessment of implementation of the ongoing projects and the prospects for cooperation after 2020.

The Agreement between the Government of the Republic of Belarus and the Government of the Socialist Republic of Vietnam on Cooperation in Education, revised in 2023, is a fundamental document regulating interaction in the field of education.

Interdepartmental co-operation is being developed.

On 15-16 June 2023, the Days of Belarusian Education were held in Hanoi with the participation of A.I. Ivanets, Minister of Education of the Republic of Belarus. Negotiations were held with Nguyen Kim Son, Minister of Education and Training of the Socialist Republic of Vietnam, and Tran Hong Ha, Deputy Prime Minister of the Socialist Republic of Vietnam.

31 March 2025. “A.G. Bakhanovich, First Deputy Minister of Education of the Republic of Belarus, met with Nguyen Van Phuc, Deputy Minister of Education of Vietnam, on the margins of the meeting of the Belarusian-Vietnamese Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation.

On 26 November 2024, an international conference ‘Vietnam-Belarus Relations: Past, Present and Future’ was held, organised by the Belarusian Institute for Strategic Research (BISR) and the Institute of European Studies of the Vietnam Academy of Social Sciences.

On 10-11 March 2025, a delegation of the Belarusian State University headed by Rector Karol A.D. paid a visit to Vietnam.

In April 2025, the results of the IX Open International Children's Drawing Contest “Children on the Planet Are Friends” held in 2024 with the support of the Ministry of Education of the Republic of Belarus and the  Educational Institution "National Center for Artistic Creativity of Children and Youth" were finalised.
